2.8 Quality Standards: Qualified, in line with relevant national regulations and quality requirements for "Petrochemical Equipment Maintenance and Inspection Regulations";

3. Bidder qualification requirements

3.1 The bidder should have the following basic qualifications:

(1) An independent legal person registered in the territory of the People's Republic of China;

(2) Hold the corresponding qualification certificate issued by the administrative competent department: (1) The competent administrative department of construction shall issue a construction qualification certificate for the general contracting of the construction of petrochemical engineering and above; (2) The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China shall issue an effective special special of the People's Republic of China. Equipment installation, renovation and maintenance permit (pressure vessel, pressure pipeline) qualification certificate; 3 valid safety production license issued by the construction administrative department;

(3) Hold an effective quality management, environmental management, occupational health and safety management system certification;

(4) In the past three years, there have been construction performances of similar equipment for the maintenance of static equipment and pipelines, and transportation, and the calculation of similar projects for the past three years was completed on January 1, 2015;

(5) The company is in good financial condition, has sufficient assets and capabilities and effectively performs the contract;

3.2 The Commonwealth does not accept bids from the Consortium.

3.3 The tender requires the bidder to propose that the following personnel must be registered employees of the company (subject to the current social security issued by the social security department). During the contract implementation period of this project, no other part-time job is allowed. The qualification requirements for the personnel are as follows:

(1) The project manager shall possess the qualification of registered construction engineer who is professional in mechanical and electrical engineering (grade) level and above; he shall hold “B” type certificate of the three types of personnel for effective safety production. In the past 3 years, there have been static equipment and pipeline maintenance and transportation. Construction performance;

(2) The person in charge of safety possesses the "C" certificate of the registered safety engineer qualification certificate or an effective safety production class III personnel;

(3) The person in charge of technology holds a certificate in junior and senior technical titles for electromechanical or related majors. In the past three years, he has had static equipment and pipeline repairs and maintenance and transportation performance.
