Smart meters go fast? Multiple departments openly responded "No problem"
In response to some power users' doubts that the newly replaced smart meters "go fast" and the increase in electricity charges, the Hunan Provincial Quality and Technical Supervision Bureau, Hunan Electric Power Supervision Office, Provincial Power Company and other joint public responses: "No problem with smart meters!"

The person in charge of the provincial power company said that the promotion of smart meters is to respond to and implement the national energy conservation and emission reduction policy, provide customers with convenient and efficient services, and accelerate the important technical support for the construction of smart grids. Smart meters have been widely promoted in many provinces across the country. Only 3.3 million are currently installed and used in Hunan, and smart meter coverage accounts for only 17% of the company ’s power users.
The smart meter can realize automatic meter reading, avoiding the inconvenience caused by manual error, missed reading, and delayed meter reading; it is convenient for customers to query the electricity consumption in time, and adjust the electricity load scientifically and reasonably.
Smart meters have a strong energy saving effect. According to the experiment, the power consumption of a smart electric meter is 0.5 kWh less than that of the original mechanical meter. According to the current calculation of 20 million household users in Hunan, after all smart meters are used, only the electricity saved by the operation of the meter itself reaches 120 million kWh each year.
The smart meters currently in use are all tendered and purchased by the State Grid Corporation of China, and have passed the strict factory inspection by the quality supervision department.
Li Qingxian, deputy director of the Metrology and Inspection Institute of the Provincial Quality Supervision Bureau and chief expert of metrology and inspection, said that the production and installation of smart meters have undergone strict inspection and testing. Only enterprises that have obtained a smart meter production license can produce smart meters. After the smart meters are produced, each meter is tested in strict accordance with national standards. Qualified meters can only be installed after the verification seal is loaded.
The provincial quality supervision department shall inspect and test the smart meters used in our province by the quality supervision department or the specific department authorized to test. The quality supervision department will still conduct random inspection on the smart meters after the inspection and testing by the authorized department. Li Qingxian said that the quality meters directly involved in the testing of electricity meters accounted for about 40% of the total meter. Judging from the results of previous sampling tests, 99.5% of the meters passed.
The head of the marketing department of the provincial power company said that the 40% detection rate of the quality supervision department is the highest in the country.
Li Qingxian introduced that from December 2012 to January 2013, the Provincial Quality Supervision Bureau inspected and tested 75 smart meters in use sent from Shuangfeng, Taojiang, and Pingjiang, and the test conclusions were all “qualifiedâ€. Sampling tests were conducted on smart meters tested by the Provincial Electric Power Measurement Center (authorized testing agency authorized by the Provincial Quality Supervision Bureau). A total of 29 samples of this batch were tested and involved 11 manufacturers. The results of the random inspection are also "qualified".
There is a reason for the "going fast" of the electric meter, and the "problem table" can be sent for inspection
According to the analysis of the Provincial Electric Power Company, users feel that the electricity meter "goes fast", and the recent increase in electricity bills may be due to the following reasons:
First of all, the replacement of smart electricity meters last year was mainly concentrated at the end of the year. After the replacement of electricity meters, it was the peak period of winter electricity consumption, and customer electricity consumption had already increased;
Secondly, smart metering is more accurate than mechanical watches. Even in the standby state of home appliances, it can still accurately measure the power consumption, so that the user can calculate the power consumption without a clear sense of power consumption.
Once again, the original mechanical watch has a long service life and internal wear and tear, which is slower than standard metering equipment. After changing the watch, the measurement is more accurate than the mechanical watch, causing the illusion of "multiple measurement" to the user.
In response to the question that users feel that the meter is "going fast", the Provincial Quality Supervision Bureau, Hunan Electric Power Supervision Office, and the Provincial Electric Power Company all said that users can apply for testing the meter. Users can go to the local power business office or dial 95598 for consultation on the increase in electricity bills. If the user disagrees with the test result issued by the power supply department, he can apply for arbitration at the quality supervision department and re-test.
