Last month, the Ministry of Environmental Protection launched the “most stringent” industrial policy for air pollution prevention and control, which will include thermal power, iron and steel, petrochemical, and key control areas in 47 prefecture-level cities and above in 19 provinces (autonomous regions and municipalities). The six major heavy-duty industries such as cement, non-ferrous metals, and chemical industries, as well as new projects for coal-fired industrial boilers, and existing projects for thermal power, iron and steel, petrochemical industries, and coal-fired industrial boilers, implement special emission limits. Nanjing, as a relatively concentrated city in these six industries, is on the list of strict controls. Yesterday, relevant experts from the Municipal Environmental Protection Bureau's General Office explained the new policy.

According to experts, the New Deal stipulated that starting from March 1, new acceptance of thermal power and steel EIA projects in 47 cities will implement special emission limits for atmospheric pollutants; petrochemical, chemical, nonferrous metals, cement industries, and coal-fired industrial boilers, etc. It will be implemented after the corresponding emission standards are revised and refined and specific limits are defined; for coal-fired units in the thermal power industry of existing projects, special emission limits for fumes will be implemented from July 1, 2014; sintering equipment for iron and steel industries The head will implement particulate emission special emission limits from January 1, 2015, and so on.

“This is currently the most stringent emission reduction policy for domestic industries, and the demand for pollution emission reductions is even higher. The environmental costs of heavily polluting enterprises will also increase significantly. This is a means of promoting industrial transformation through environmental protection.” Experts said that in recent years, Nanjing has placed great emphasis on energy-saving and emission reduction, and local standards are higher than national standards. For example, in the “Twelfth Five-Year Plan” energy-saving and emission reduction target in Nanjing, the emission reductions for the four indexes of chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxide are both more than twice the national average and more than 1.3 times the provincial average. Since January of this year, the city has launched the strictest coal control and emission reduction action in history. Many of the relevant provisions of the coal control action coincide with the New Deal.

It is reported that at present, the data of the new regulations of the Ministry of Environmental Protection for the special restrictions on pollutants in our city has not yet been issued. The municipal environmental protection department stated that after the implementation of the New Deal, Nanjing will implement energy conservation and emission reduction with higher requirements and promote the improvement of the urban environment.
